Quebec Immigration

Immigration rules and Procedures

Since April 1, 2014, new rules have been adopted regarding the maximum number of applications for a Certificate de sélection du Québec submitted by permanent workers, investors, entrepreneurs and self-employed workers that will be received by the Ministère. These new rules will be in effect from April 1, 2014 to March 31, 2015.
The rules pertaining to the maximum number of applications that will be received do not in any way reflect a change in Québec's immigration objectives. By limiting the number of applications received, the Ministère will be able to process a greater number of pending applications thereby reducing processing times.

Changes have been made to the List of areas of training and will be effective January 26, 2015.
Due to differences between the List of areas of training of 2015 and 2013, it is important to verify the number of points attributed to your area of training or redo the Preliminary Evaluation for Immigration before submitting your application for a selection certificate.
The Ministère prioritizes the processing of immigration applications filed by skilled worker candidates with diplomas according to the points associated with the area of training on the List of areas of training.

Permanent Skilled Workers

Maximum number of applications

The Ministère will receive a maximum of 6,500 applications for a selection certificate under the Regular Skilled Worker Program. Applications received beyond this maximum limit will be returned to the candidates.
This maximum number of applications does not apply to you if:
  • you submit an application under the Programme de l'expérience québécoise (Québec experience program);
  • you have a valid employment offer in hand;
  • Citizenship and Immigration Canada has informed you that it has agreed to process your application for permanent residence in Canada;
  • you are a temporary resident and eligible to submit an application for aCertificat de sélection du Québec.
Note that only the Ministère's stamp will constitute proof of the date of receipt of your application.
Applications will be processed according to the following order of priority:
  • applications from candidates submitted under the Programme de l'expérience québécoise (Québec experience program);
  • applications from candidates who submit a valid employment offer;
  • applications from candidates who obtain points under the factor Area of training.

Investors

Maximum number of applications

The Ministère will receive, between September 8 and 19, 2014, a maximum of 1750 applications for a selection certificate under the Investor Program, with a maximum of 1200 applications per country. If, after this period, the maximum number of 1750 applications has not been attained, candidates will also be able to submit their applications between December 1 and 12, 2014. Each application submitted will be randomly numbered and classified. The first 1750 applications classified in this manner will be processed. The other applications will be returned to the candidates.
This maximum number of applications does not apply to you if:
  • you have advanced intermediate knowledge of French demonstrated by a standardized test.

Priority processing

Your application will be eligible for priority processing if you have advanced intermediate knowledge of French demonstrated by a standardized test.
Requirements for submitting an application
  • The first application intake period will be from September 8 to 19, 2014 for candidates who do not have intermediate advanced knowledge of French. You may submit an application at any time up to March 31, 2015 if you have advanced intermediate knowledge of French demonstrated by a standardized test.
  • If the maximum number of 1750 applications has not been attained after the period between September 8 and 19, 2014, you can also submit your application between December 1 and 12, 2014.
  • You can only submit one application.
  • Applications from China, Hong Kong and Macao must be sent by regular mail to the Bureau d'immigration du Québec in Hong Kong.
  • Applications from any other territory must be send by regular mail to theDirection du courrier, de l'encaissement et de l'évaluation comparative in Montréal.
Note that only the Ministère's stamp will constitute proof of the date of receipt of your application.

Entrepreneur and Self-employment workers

Maximum number of applications

The Ministère will accept a maximum of 500 applications for a selection certificate under the Entrepreneur and Self-Employed Worker programs. Applications received beyond this maximum limit will be returned to the candidates.
Note that only the Ministère's stamp will constitute proof of the date of receipt of your application.
The Preliminary Evaluation for Immigration enables you to obtain directly online a free summary evaluation of your chances of being selected by Québec. Note that this It does not , however, lead to a formal decision under An Act Respecting Immigration to Québec, but rather provides you with a positive or negative opinion from the ministère de l'Immigration, de la Diversité et de l'Inclusion(MIDI) regarding your candidacy.
